2024 Legislative Accomplisment
The Michelson Center for Public Policy (MCPP) secured critical policy victories in California’s 2024 legislative session, making significant progress in education equity, social justice, and animal welfare.
Through sponsorship, support, and dedicated advocacy, MCPP helped make the passage of the following bills possible, and remains dedicated to their effective implementation. The following bills were signed into law in September 2024.
EQUITY IN EDUCATION
AB 2458 Berman, Co-Sponsored by MCPP
The Greater Accessibility, Information, Notice, and Support (GAINS) for Student Parents Act, enhances support for student parents in California’s public postsecondary education system by the Education Code to provide additional resources and services for student parents attending California Community Colleges, the California State University, and the University of California campuses. AB 1986 Bryan, Supported by MCPP
Enhances transparency in prison censorship by requiring the publication of banned reading materials, promoting fair access to educational resources for incarcerated individuals. Learn more.
SB 156 Budget ask approved in FY 2024-25 state budget, Supported by MCPP
Ensures that individuals released from incarceration receive their entire $200 gate money allowance, or financial stipend for reentry, upon leaving incarceration, helping them transition successfully into society. Learn more.
AB 2033 Reyes, Supported by MCPP
Expands access to food and essential resources for low-income students by allowing them to use SNAP EBT cards on college campuses, tackling food insecurity and addressing student basic needs. Learn more.
ANIMAL WELFARE
SB 1233 Wilks, Supported by MCPP
Mandates the development of standards for high-quality, high-volume spay and neuter surgical techniques in veterinary programs, enhancing education and expanding access to essential veterinary services statewide, enhancing efforts to address pet overpopulation. Learn more.
AB 1983 Maienschien, Supported by MCPP
Expands on the existing license plate fund by introducing a tax contribution option specifically aimed at supporting spay/neuter programs. Thereby increasing public awareness and funding for animal welfare initiatives. Learn more.
AB 1988 Muratsuchi, Supported by MCPP
Increases opportunities for nonprofit animal rescue groups to save stray animals from euthanasia. By allowing these organizations to step in and facilitate adoption it reduces the number of animals lost to euthanasia but also promotes community engagement and responsibility toward stray animals. Prohibits octopus farming for human consumption in California by preventing cruel aquaculture practices. Learn more.
