Michelson Center for Public Policy Expresses Strong Support for AB 974 (McKinnor): Free birth certificates for incarcerated people

Dear Chair Holden, 

On behalf of Dr. Gary K. Michelson and the Michelson Center for Public Policy (MCPP), I  am writing to express our strong support for Assembly Bill 974, which would increase  educational opportunities for current and formerly incarcerated Californians.  

MCPP is a nonprofit advocacy organization that propels legislative change through meaningful  collaboration with elected officials, government agencies, and civic leaders. Our aim is to  achieve positive outcomes in education and college affordability, equity, medical research, and  animal welfare. MCPP is an affiliated but separate organization from the Michelson  Philanthropies network of foundations, including the Michelson 20MM Foundation, which  complements our advocacy with thought leadership and expertise. 

The Michelson 20MM Foundation has partnered with Root and Rebound to establish the Smart  Justice Think Tank to provide equal opportunities for post-secondary education to current and  formerly incarcerated individuals that prioritizes their growth and potential as intellectuals and  scholars.  

Currently, when individuals apply for post-secondary education and financial aid, they are  required to produce personal documents. AB 974 would require the local registrar, county  recorder, or state registrar to issue, without fee, a certified record of live birth to any person who  demonstrates that they are currently incarcerated in prison or a county correctional facility. 

By providing and supporting equal access and opportunities for incarcerated individuals to  pursue post-secondary education, this legislation will not only help California reduce recidivism but will ensure incarcerated and formerly incarcerated people are better able to reintegrate into  our economy and workforce. AB 974 is aligned with the best practices identified by the Smart  Justice Think Tank, and we respectfully ask for your “aye” vote when the measure comes before  you for your consideration.
